The Village Family Services is a community-based nonprofit organization focused on the prevention and treatment of child abuse and family violence. The agency serves children and families of primarily Latino descent living in the greater Los Angeles area that includes North Hollywood, Glendale, Burbank, Van Nuys, and San Fernando. Our holistic approach towards accomplishing our mission is to provide comprehensive bilingual/bicultural mental health services that address and prevent child abuse and neglect. Services are provided through five major areas: Mental Health, Foster Care, Domestic Violence, Parenting Support, and Wraparound Services.

Position Summary:The Quality Assurance Director is responsible for setting overall quality improvement direction for the agency. Additionally, the Quality Assurance Director ensures all quality-related policies and procedures are developed, implemented, maintained, and improved on an ongoing basis. The Quality Assurance Director oversees and improves the Quality Improvement Lab. The Quality Assurance Director oversees all quality aspects of the various program charts, including Foster Family Agency, Wraparound, and Department of Mental health, including ITFC, MAT, Wraparound EPSDT, and EBP services. The Quality Assurance Director monitors documentation of services and accuracy of billing, and ensures effective documentation in accordance with all regulatory agency standards and funding sources. Organizes and oversees all clinical training related to billing/documentation requirements, is able to provide clinical supervision to pre-licensed and/or waivered staff preparing for professional licensure. The Quality Assurance Director is responsible for preparing for and leading Medi-Cal Certification.

Major Accountabilities/Results:
    Quality-related standards are met across the various programs in the agency.
    a. Performs ongoing peer review to monitor program standards in compliance with DMH standards.
    b. Assesses and analyzes deficiencies in clinical records and identifies trends in deficiencies.
    c. Develops training and or QI Lab interventions to address deficiencies in clinical records.
    d. Develops policies and procedures to facilitate communication and information flow regarding quality assurance and compliance issues.
    e. Develops and assists other program directors in implementing corrective action measures and methods for improving maintenance of clinical records.
    f. Prepares monthly and ad hoc reports for management and regulatory agencies, produces appropriate reports for various programs.
    g. Oversees monthly completion, scanning and reporting of DMH surveys for the quality of life and Mental Health Statistics Improvement Program, maintains internal copy of data and forward scantron reports to the appropriate program for review and filing in members chart.
    h. Coordinates and organizes all data for various Evidence Based Practices.
    The agency is prepared for all audits and reviews.
    a. Conducts on-site audits of clinical records and report findings on accuracy of admission dates, discharge dates, face sheets, financial forms, regularity of chart notations and any other technicalities reviewed by DMH, Medi-Cal, or other audits.
    b. Develops methods for improving agency efficiency in preparation for all audits and reviews.
    c. Updates training/procedures manual in accordance with program/contract standards.
    Improvement methods are defined and implemented across the agency.
    a. Captures, reviews, and analyzes statistical and outcome data to provide useful information for evaluating quality control measures.
    b. Develops and implements improvement methods to improve quality control measures.
    Supervision is conducted to support individual and agency growth.
    a. Provides clinical supervision for staff including staffing working on degree towards licensure. Reviews staff cases to ensure compliance with licensure requirements.
    b. Provides supervision of all EBPs.
    Leads and guides the Quality Assurance team.
    a. Provides supervisory oversight of QA team.
    b. Identifies individual and team goals for the QA team; performs employee evaluations.
    c. Provides developmental coaching and feedback for QA team members.
    Quality-related training is led for the agency.
    a. Assists other program directors in training staff members regarding standards, policies, and procedures, quality assurance, quality improvement measures, licensing requirements and certifications.
    b. Assists in developing training materials and learning aids.
    c. Supports and assists Mental Health Program Director in implementing and maintaining the Health Insurance Portability and Accountability Act regulations and standards for the agency.
    d. Develops and implements updated billing and documentation materials.
    Collaborative relationships are established and maintained within the community.
    a. Attends DMH QA and QI meetings.
    b. Networks with community peers.
    c. Shares knowledge with TVFS peers.

    Education/Certification Requirements:
  • Must be licensed LCSW/LMFT/PhD.
  • At least 2 years experience as a director of a quality program/department.
  • Extensive knowledge of DMH doc9umentation.
  • Advanced clinical knowledge of individual, group and family therapy.
  • Advanced knowledge of psychiatric diagnoses and treatment interventions.
  • Strong clinical background with the ability to identify, track and measure service outcomes.
  • Detail oriented with strong organizational, supervisory, and managerial skills.
  • Ability to work as part of a management team under the direct supervision of the Chief Operating Officer.
  • Experience overseeing an accreditation process.
  • Direct public mental health experience with LA County Department of Mental Health.
